CONSTITUTION: A hyper-hydrophobic surface treating method is as follows. A metallic base material is prepared(S10). A ceramic layer with a composite structure of a micro structure and a nano fiber structure is formed on a surface of the metallic base material by anodizing the metallic base material(S20). Hydrophobic polymer substances are coated on the composite structure so that a polymer layer having the same surface shape of the composite structure is formed(S30).
